one year later. the raid that killed osama bin laden takes center stage in the race for the white house. delicate diplomacy. neither side is talking about a chinese activist reportedly holed up in the u.s. embassy. and is scraping the skies. more than a building, the new world trade center is now the u.s.'s tallest building. >> it sends chills up and down your spine when you think about what happened. captioning funded by cbs good morning. thanks for joining us. i'm michelle miller. one year after osama bin laden was killed by u.s. special forces, the mission has become a campaign issue. president obama says the

anniversary should be a time of reflection. while his campaign touts the raid as a new ad. it's a move that's drawing criticism from mitt romney. meanwhile soon to be declassified documents are revealing new information about al qaeda and its leader. tara mergener has more now from washington. good morning, tara. >> reporter: good morning to you, michelle. that's right. a task force has sorted through these documents, which will be available online later this week. this as the political war of words continues over bin laden's death. the u.s. government says osama bin laden's death was a crippling blow to al qaeda that is still being felt today. >> they're struggling to attract new recruits. morale is low. in short, al qaeda is losing badly. >> reporter: on the evening of may 1st, the navy s.e.a.l.s launched a daring raid on osama bin laden's compound. they stuffed a big bag full of

documents and provide owes. it provided insight into bin laden's operations. he was particularly worried about drone strikes. >> in documents we seized he confessed to disaster after disaster. he even urged his leaders to flee their tribal regions and to go away from aircraft, photography, and bombardment. >> reporter: ahead of the anniversary, a political battle ensued when the obama campaign launched a web ad. it suggested mitt romney would not have authorized the attack on osama bin laden. romney is firing back. >> would you have gone after osama bin laden? >> you would have given the order, governor? >> even jimmy carter would have given that order. >> reporter: but in 2007 romney said then senator obama was wrong to advocate an attack on bin laden in pakistan without approval from the pakistani government. >> if there are others who have said one thing and now suggest they do something else, then i'd go ahead and let them explain it. >> reporter: republicans are criticizing president obama for

politicizing obama bin laden's death. now, to mark the anniversary, romney will be in new york today with former mayor rudy giuliani and a group of firefighters. michelle? >> tara mergener in washington. thank you. for the first time the obama administration is talking openly about the use of drones to hunt down and kill al qaeda targets. speaking in washington yesterday, counterterrorism official john brennan said targeting al qaeda members with lethal force is both legal and ethical. targets are chosen by weighing whether there is a chance of capturing the person against how much a threat he presents. secretary of state hillary clinton is en route to china this morning. there she'll hold high-level strategic and economic talks. they're scheduled to begin on thursday. but a human rights issue that neither side wants to discuss is the elephant in the room. it involves a blind chinese lawyer and civil activist who is apparently holed up in the u.s. embassy. danielle nottingham reports.

>> reporter: secretary of state hillary clinton has little to say about chinese human activist chen guangcheng in the hours on before her monday night departure to beijing. >> i'm not going to address the specific case at this time. >> reporter: but she did say human rights would be discussed alongside over key issues among the u.s. and chinese relationship including trade and the economy. >> a constructive relationship including talking very frankly about those areas where we do not agreed. >> reporter: chen is agreed to be under u.s. protection in beijing after his daring escape from house arrest last week. the blind lawyer had been detained for years after he exposed forced abortions under china's one-child policy. he released a video after his escape asking beijing not to hurt the family he left behind. my wife, mother, and children are still in the guards' evil hands, he says.

the obama administration is being careful not to inflame the issue before diplomatic talks begin on thursday. >> i'm not going to make a statement on the issue. >> reporter: president obama sidestepped the topic but saws the larger issue is one that the administration has discussed with china before. >> what i would like to emphasize is that every time we meet with china, the issue of human rights comes up. >> reporter: one possible outcome, chen is granted asylum to live in the united states, something he says he doesn't want to do. danielle nottingham, cbs news, the white house. elsewhere indian officials say at least 103 people were killed when a crowded ferry capsized. at least another 100 are missing. the ferry broke in two pieces on a river in northeast india. there were about 350 people crammed onto the boat, many riding on the roof, when a violent storm hit. the search for victims continues this morning.

the american automobile association says a stretch of new york highway where seven members of the same family were killed has inadequate safety features. a van carrying the family flew off the bronx river parkway on sunday. the van plunged six stories into a ravine. the aaa says the section of the highway where the accident happened has inadequate guardrails, narrow lanes, and a dangerous curve. the wife of the chief prosecution witness in john edwards' criminal trial is expected to return to the witness stand today. cheri young testified yesterday that edwards asked her husband andrew young to take responsibility for his pregnant mistress. she told the jury edwards justified using donor money to hide rielle hunter. young said she decided to live with the lie because she didn't want to jeopardize edwards' presidential campaign. on the "cbs moneywatch," a

new chapter for barnes & noble and last call for a las vegas casino. ashley morrison is here in new york with that and a whole lot more. good morning, ashley. >> good morning to you, michelle. u.s. economy dragged down the overseas market. tock owe tokyo's nikkei lost 2% while hong kong's hang seng is closed for the holiday. april turned out to be the first losing month of the year on wall street. on monday the dow was down 14 points while the nasdaq fell 22. for the month, the dow slid nearly 1%, the nasdaq dropped almost 1.5%. delta is buying its way into the fuel business. the airline announced it's spending $150 million to acquire an oil refinery near philadelphia. delta is planning to use the facility to make its own jet fuel. the company hopes the investment will end up cutting about $300 million a year from its fuel bill, and by owning a refinery, delta would protect itself from dramatic swings in gas prices.

meanwhile, microsoft is making a $300 million investment in barnes & noble. the two companies are teaming up on a venture selling ebooks and college textbooks. the deal helps barnes&noble compete with amazon.com and gives microsoft entry into the ebooks business. occupy wall street activists are calling for nationwide demonstrations today to mark mayday. a group of ferry workers in the san francisco bay area will strike today, prompting officials to cancel services. the workers had been working without a contract since last summer. and say good-bye to part of the las vegas strip. o'sheas cass know hosted its last day of drinks. it's closing down to make way for a 500 dll million shopping and entertainment complex called the link, but o'shea's company

those are jazz greats herbie hancock, wayne shorter, and ron carter lighting up the stage at the u.n. yesterday, the first ever international jazz day. they were part of a global celebration to help raise awareness about the power of jazz and other types of music. well, the sky's the limit in lower manhattan. one world trade center being built to replace the twin tower passed a major milestone yesterday and is now the tallest building in new york. manuel gallegus climbed about 800 feet for this story. >> reporter: the cover in lower manhattan reached new heights with the placement of this steel beam. tl first column of the 100th floor of the one world trade center now stands 21 feet taller than the empire staid building. >> it's inspirational, and it's

going to make a lot of people happy. >> reporter: it took a while but eventually at a rate of a floor every week the tower started to alter manhattan's skyline. locals and tourists marvel at the structure. the milestone comes close to the one-year anniversary of the death of osama bin laden. >> you're not going to stop america. we're going to rebuild. we're going to keep on going. >> it sends chills up and down your spine when you think about what happened. >> reporter: from here on the 71st building you get a real sense of how massive this structure is and how tall it is. take a look at this panoramic view of all of new york. something that's noticeable different from the original twin towers is that the building is all glass. windows, floor to ceiling all the way around. the tower is one of several buildings under construction at the site, which is also home to the september 11th memorial and mum. it's been an act of passion and an act of patriotic duty. >> reporter: the skyscraper isn't expected to reach its full height for at least another year when the needle is added.
